Mann was born to Richard F. Mann and Elizabeth Defreese Mann on July 2, 1856, in Syracuse, Indiana. He studied architecture at the Massachusetts Institute of Technology in the 1870s. Upon graduation he worked at architectural firm McKim, Mead, and White, in New York. In 1879 Mann established an independent firm in Minneapolis before quickly relocating to St. Joseph, Missouri. There he married [[Carrie L. Rock]]. In 1899 he began work on the [[Arkansas Capitol]] building.
