The nonprofit Arkansas Korean War Veterans Memorial Foundation was established in the Fall of 2003 with the express goal of creating the Korean War Veterans Memorial. It began fundraising and selected an architect in 2004. Groundbreaking at the site was initiated in November 2005 with a budget estimate of $575,000. The statues were cast by Light and Time Design Studio and Art Foundry in Royal, Arkansas. The foundation selected Suhor Industries of Overland Park, Kansas, to create a memorial plaza surrounding the statues in 2006. South Koreans citizens donated $300,000 towards construction of the memorial.
