Rouby received a bachelor's degree in English at Western Reserve University in Cleveland, Ohio. While in Ohio he worked as a copy boy and police reporter for the Cleveland Plain Dealer. In 1956, on a Congressional Fellowship awarded by the American Political Science Association, Rouby worked on the election campaigns of Adlai Stevenson, Brooks Hays, and J. William Fulbright.

In 1959 Rouby became assistant to the president of the Urban Progress Association, who at that time was Raymond Rebsamen. He remained with Urban Progress until May 1, 1962, when he joined the Omaha Chamber of Commerce to help with urban renewal activities in that Nebraska city.

On July 1, 1966, Rouby returned to Little Rock as executive director of Metroplan. He retired on July 1, 1988.
