Thomas Jefferson "T. J." Raney was a local Pulaski County health officer and president of the Little Rock Private School Corporation, which opened the private, segregated all-white T.J. Raney High School in 1958.

Raney graduated from Wilson High School, went to Hendrix College in Conway, and attended the University of Arkansas for Medical Sciences. Raney's father was founder of T. J. Raney & Sons Inc. in 1931. He was killed in a car accident in 1965.
