Harvey Parnell served as Governor of the State of Arkansas from 1928 to 1933. While governor Parnell increased taxes to pay for improvements to the Arkansas State Hospital for psychiatric care, the Arkansas State Tuberculosis Sanatorium, and the Arkansas School for the Deaf.
