Vision Little Rock was a project in the Special Projects Division of the City Manager's Office. Over three hundred local citizens participated in the "community goal setting process" initiated under Vision Little Rock. The project was established in 2000 under then-mayor Jim Dailey, who felt that the city needed a successor to Future-Little Rock in creating a vision for the next decade. Thirteen workgroups and a Vision Team of sixty people established thirty-three goals. These goals were adopted in January 2002 by the Little Rock Board of Directors, and a scorecard for measuring progress was established.
