The project was established in 2000 under then-mayor Jim Dailey, who felt that the city needed a successor to FUTURE-Little Rock in creating a vision for the next decade. Thirteen workgroups and a Vision Team of sixty people established thirty-three goals. These goals were adopted in January 2002 by the Little Rock Board of Directors, and a scorecard for measuring progress was established.
