The Pulaski Empowerment Zone (PEZ) began offering tax credits to investors in downtown Little Rock and North Little Rock, Arkansas, in January 2002. The PEZ also offers loans to small businesses. The current Pulaski Empowerment Zone Manager is Eyona Scott Mitchell.
