Col. Charles D. Maynard was the commander of the Little Rock District of the U.S. Army Corps of Engineers in the 1960s. Maynard was responsible for the design and construction of the locks and dams of the McClellan-Kerr Arkansas River Navigation System.
Maynard retired from the Army Corps of Engineers in 1965. He went on to serve as vice president of Arkla Gas and senior vice president of Union National Bank. Maynard died in October 2005.
