Turner was born on 28 December 1919, in Cale, Arkansas to Mr. and Mrs. Arthur L. Turner. He attended the Arkansas State Teachers College (now the University of Central Arkansas) for two years, and as a civilian he was a sales clerk.

Turner died on 1 July 1942 at age 22 as a result of a mid-air collision in Long Beach, California. He is buried in DeAnn Cemetery in his hometown of Prescott, Arkansas.
