Tobey was born on 17 May 1919 in Arkadelphia, Arkansas, to Annie Otelia Clements and Clovis C. Tobey.
Tobey worked at the Arkadelphia Post Office at the time of his draft in 1940.
On 25 November 1942, Tobey was shot down by an enemy aircraft while co-piloting a B-17F bomber in North Africa. He was buried at Rose Hill Cemetery in Arkadelphia, Arkansas.
