Arthur H. Allen, Jr. was born in 1920 in Garland County, Arkansas to parents Arthur H. Allen and Jessie M. Allen. He had three siblings: Mary Lu Allen, Billy Allen, and Mary Anna Allen. Allen, Jr. attended Arkansas State Teachers College from 1937-1941 and then joined the U.S. Army Air Corps. During his time at The Arkansas State Teachers College Allen was on the football squad and was also a member of Phi Sigma Epsilon Fraternity.

- Distinguished Flying Cross with Oak Leaf Cluster
- Air Medal with 2 Oak Leaf Clusters
- Purple Heart
Lieutenant Arthur H. Allen, Jr. died on Thursday, August 3, 1944 on the south coast of China. Allen, Jr. never returned from a mission over Hainan Island and was declared missing in action (MIA) and buried at sea.
