William J. Clark was a Conway attorney with the firm of Clark & Clark. Clark was born on July 9, 1892, in Quitman, Arkansas. He was educated in the Conway public schools and graduated from the Arkansas State Normal School in 1911. He studied law at the University of Arkansas, where he received his LL.B. and was admitted to the bar in 1892.

His partner in the firm of Clark & Clark was James Clay Clark. Both served as attorneys to Faulkner County Bank and the Hendrix College Endowment Fund.
