Robert Miller is a Denver lawyer. Miller was lead attorney on the Clinton Library construction project. Miller confronted Ray Abernathy and the AFL-CIO Building Trades Department over labor demands that the Library be built exclusively with union workers. Arkansas state law prohibits such agreements. Ultimately, a settlement was reached where seventy-five percent of the 350 construction workers on the project were union members.
