The Little Rock City Beautiful Commission (CBC) began in April 1947 as the City Beautification Forum. The Forum was organized by Mrs. Raymond Gesell and consisted of eighteen original members. The City Beautiful Commission was founded on January 12, 1948, through City of Little Rock Ordinance No. 7494.

The City Beautiful Commission is now part of the Little Rock Planning and Development Department. The goal of the CBC is "to raise the level of community expectation for the quality of its environment." The commission reviews all landscape ordinance variance requests, promotes landscaping generally, makes environmental policy recommendations, and creates aesthetic improvement guidelines.
