Kendrick studied the move of presidential papers from the George Bush administration in 1993 to plan the exodus of Clinton's papers from Washington, DC, to their new home in the Clinton Library Archives in Little Rock, Arkansas. Bush's papers were moved by the Joint Traffic Management Office (JTMO) of the Military Traffic Management Command (MTMC).
