The Community Development Block Grant (CDBG) program offered federal monies to low income neighborhoods for street improvements and housing rehabilitation. The director of the Little Rock CDBG program in the 1970s was Nathaniel Hill. The program was not perceived as a threat to black neighborhoods as was the 1960s Central Little Rock Urban Renewal Project because land and buildings were not condemned without the approval of the residents themselves.
