Central Core Development Plan

The Central Core Development Plan was commissioned in 1968 by the Urban Progress Association as a supplement to the 1960s-era Central Little Rock Urban Renewal Project. Consultant on the plan was S. B. Zisman of San Antonio, Texas. The program manager of the plan was George L. Wildgen, executive director of Urban Progress.

The Central Core Development Plan took into account redevelopment and beautification of the downtown's retailing and government districts, riverfront, parking facilities, street landscapes, and the preservation of historic homes in the Quapaw Quarter.
