The Arkansas Arts Council began in 1971 to create "a coordinated and comprehensive statewide program for the support of the arts in Arkansas." The Arts Council is one of seven subdivisions of the Department of Arkansas Heritage.
The executive director of the Arkansas Arts Council is Joy Pennington. The assistant director is Carolyn Dowling. The grant programs manager is Jess Anthony. The public information officer is Angie Dean. The arts in education manager is Cynthia Haas.
