The original Presidential Libraries Act was passed in 1955. Harry Truman was the first president to build a library - in Independence, Missouri - under the act. The Truman Library was completed for $1.75 million in 1957; the Clinton Library completed in 2004 cost $165 million.

The act was amended by the Presidential Libraries Act of 1986.
