Nora Harris

Nora Harris is a well-known tax activist and president of Empower Arkansas. In 1998 she appeared in the news reporting the controversy surrounding the funding of the Clinton Library. To pay for the land as promised for Clinton's library, the city officials issued a $16.4 million improvement bond, but this quickly came under scrutiny as unconstitutional, according to Harris, since it was not put to a citywide vote. Pulaski County Chancellor Alice Gray ruled to continue funding the Clinton Library because the use of bonds was entirely constitutional.
