Joseph S. Utley was a Benton attorney and the Arkansas Attorney General from 1921 to 1925.

Utley was born in Greenbrier, Arkansas, on October 18, 1876. He was a Hendrix College graduate and received his A.B. in 1906 while working in a private law office. Utley was admitted to the bar in 1907. He became a prosecuting attorney for the Seventh Judicial Circuit, and a State Senator in 1917.
