The Downtown Corridors Plan for Broadway, Capitol, Markham, Ninth, Chester, and Scott streets in downtown Little Rock was conceived by the UALR Donaghey Project for Urban Studies and Design for the City of Little Rock Planning Department. The plan would create a "design overlay district" with specific zoning rules and recommendations.
