Bailey was born in Bernie, Missouri. He graduated from Chillicothe Business College in 1915. After graduation he worked as a railroad brakeman, café owner, deputy tax collector, and cashier. He opened a law office in Arkansas in 1925. He became attorney general of the state ten years later. In 1937 he was elected governor, serving two terms.
Bailey died of a heart attack in 1947, and is interred at Roselawn Memorial Park cemetery in Little Rock.
