Tom Carpenter is the City Attorney for Little Rock. From 2000 to 2002 Carpenter represented the City in the case of Pfeifer v. City of Little Rock, a lawsuit filed by downtown landowner Eugene Pfeifer III. Pfeifer argued that park revenue bonds could not be used to secure the site of the William J. Clinton Presidential Center and Park because the land had not been zoned as parkland by the City of Little Rock.
