Harold E. Boldt is the Interim City Manager for the City of Texarkana, Arkansas. He is the former Finance Director and Treasurer for the City of Little Rock. He is quoted as saying that putting the Clinton Presidential Center in the city was "an economic development issue pure and simple, and you shouldn't let politics get in the way of it."
