Christopher Parker is attorney for Eugene Pfeifer III. Parker submitted a 148-page brief in May 2001, in which he argued that Pfeifer's land on the east side of downtown Little Rock could not be seized by the City of Little Rock to make way for the William J. Clinton Presidential Center and Park because the center did not legitimately qualify as a park.
