Robert Emmet Wiley was a Little Rock, Arkansas attorney and counsel to the Missouri Pacific Railroad.
Wiley was born in De Witt, Arkansas, on March 5, 1872. He attended public schools and received his LL.B. and LL.M. from Columbian University. He was admitted to the bars of the District of Columbia and Arkansas in 1898.
