David Fulton was the fourth mayor of Little Rock, serving in the year 1835.
Fulton owned the Tan Yard, a tanning operation in Little Rock. The Tan Yard is described as having a "finishing shop, a beam house, and a large bark shed, with a new mill. There are thirty vats, a letch and pool, &c. erected, on three town lots fronting on two streets, supplied with water from a spring branch running into the vats, and always sufficient, except a week or two of very dry seasons."
