Noland Blass Jr. was a Little Rock architect. He was designer of the Arkansas Justice Building, and author of the Main Street 1969 plan and Capitol Place plan for urban renewal in the city in the 1960s.

Blass was also president of the Arkansas Chapter of the American Institute of Architects.
