Cy Carney is former city manager of the City of Little Rock. He is also former city manager of Des Moines, Iowa.
Carney joined the City of Little Rock in 1995 as assistant city manager. He succeeded Charles Nickerson as city manager in 1998. Carney resigned from the post of Little Rock city manager on August 30, 2002.
