The Clinton Presidential Center groundbreaking ceremony took place on December 5, 2001. Clinton announced his pick of the River Market site for his Library on November 7, 1997, choosing from among thirty candidate sites. He initially whittled a long list of candidate cities down to Little Rock on February 13, 1997.

Bulldozer operators began moving earth at the site on June 5, 2002. Because the underlying geology of the Library site consisted of unstable Quaternary alluvium and Tertiary Midway Shale and Jackford Sandstone and the concentrated load to be placed on two main support trusses, the foundation featured sixty to eighty foot deep long drilled-shaft caissons anchored twenty feet into the shale.
