Skipper was born in England, AR to James A. Skipper, Sr. James. He attended the Arkansas State Teachers College from 1937 to 1938.

Skipper received his military training at Camp Hood, Texas and was a rifleman in the 149th Infantry.

Skipper died on 26 June 1945.
