-Turner was born on 28 December 1919, in Cale, Arkansas to Mr. and Mrs. Arthur L. Turner. He attended the Arkansas State Teachers College (now the University of Central Arkansas) for two years, and as a civilian he was a sales clerk. Turner enlisted in the United States Army Air Corps on 14 October 1940 and trained at the Spartan School of Aeronautics in Tulsa, Oklahoma.
